Responsibilities

Authorized by Chongqing Municipal Government, Chongqing Agricultural Bureau is a department responsible for Chongqing's agricultural economy, integrated administration on planting, animal husbandry, fishery, breeding industry and rural cooperative economy.

Its major responsibilities are as follows:

1. To implement the state and the municipal policies and statutes of agriculture, animal husbandry, fishery and rural economy development; To research the development strategies of agriculture and rural economy, to draw out and organize implementation of the development plans for the major industries under our jurisdiction; To draft out the laws and regulations on those industries.

2. To research and draw out the policies on the major industries under our jurisdiction, to guide the readjustment of agricultural structure, the reasonable collocation of agricultural resource, the integrated balance among all the industries and the improvement of variety quality; To be responsible for the declaration and management of our major industrial constructive items depending on examine and approval authority; In charge of the arrangement, distribution and management on the agricultural fund allocated by the municipal government; To assist relevant organizations in accomplishing citywide agricultural integrated development, in preparing import and export plans for the major agro-products.

3. To participate in the research and readjustment on policies of agro-products and agro-material prices, rural credit, rural revenue and financial allowance, investment, management, the utilization of agricultural fund; To regularize the market and to guide the production by integrated economic ways.

4. To research the reform on rural economic system, to lead the development of rural economic organization, the construction of the agricultural social service system and country cooperation organization. To guide agriculture, animal husbandry and fishery to be industrialized.

5. To draw up the development plans and policies on science and research, education, tech-extension and employee's training of major industries all over the city, to implement the strategy of "promoting agriculture on the basis of science and education"; To organize the research of key agricultural item, the appraisal, assess and popularization of agricultural science and technological results; To administrate the secondary agricultural education, adult education, farmer vocational education and science research; To protect the new varieties of plant; To guide the exploitation of agricultural education and vocational skill ; In charge of assessing the middle and senior title of agricultural technical post .

6. To formulate and organize implementation of technical standards of major agro-products; To implement exploitation, certification, quality supervision and management of major products and green foods under our jurisdiction; In charge of quality inspection, appraisal and monitoring on devoted agro-products, namely seed, seedling, fertilizer, pesticide, breeding and breeding additive. To supervise implementation of the state and trade standard; To organize certification of Chongqing's famous brand agro-products, to implement strategy called agricultural famous-brand.

7. To organize sustainable development in agriculture and ecological agriculture; To be responsible for integrated utilization of rural reproducible energy; To participate in programming and management on basic protected farmland areas; According to the law or depend on the authority, in charge of the management on farmland, water area for fishery, grassland, grasshill, bottomland and everglade for cultivation, also in charge of protection and management on biological species resources of agriculture, animal husbandry and fishery; To be responsible for protection in aquatic, wildlife and aqua-ecological environment; To undertake the right of fishing administrative management on behave of Chongqing municipal government.

8. To participate in drawing up and organizing implementation of reforming plans and policies of "vegetable basket project"; To take part in the market system construction of staple agro-products and to promote its circulation; To guide the agricultural information system construction; To forecast and publicize the rural economic information such as the supply and demand of agro-products and producing material.

9. To administrate citywide animal and plant's quarantine (the forest plants not included) as well as the animal epidemic prevention; To publicize the epidemic situation and strengthen their efforts to curb its spread; In charge of administrative management and examination on veterinary and animal medicines.

10. In charge of agricultural foreign affairs, to organize international economic exchanges and co-operations, to guide foreign aid work in agricultural area and to advance Chongqing's agriculture opening up to the outside world.

11. To be responsible for vocational management on the major industries under our jurisdiction, including planting, animal husbandry, fishery and breeding industry etc.

12. To administrate the party affairs and ethic development of all the units directly under our Bureau; To supervise the bureau-owned enterprises and organizations' state assets in maintenance and increase; To administrate their personnel, salary and the employee number depend on the authority; To coach relevant social organizations to service for agricultural economy development.

13. To undertake the other tasks handed by the municipal government.
