During the past 5years since it was centrally administrated, 288.959 billion yuan was invested in fixed assets in Chongqing, including 111. 004 billion yuan invested in municipal infrastructrual construction. In 2001, 80.182 billion yuan was invested on fixed assets with 5.866 billion yuan invested on municipal maintenance construction. 321.2 kilometers of roads have been newly built and improved. 37 bridges (including overpasses), 2 tunnels and 18 squares were completed. Daily water supply in city has been increased 117.6 cubic meters. 19 sewage treatment plants and 6 trash treatment plants are under construction. More shopping-leisure squares were in function. 1.4 million square meters public land has been covered with green, raising per capital area of plant-covered public land to 2.7 square meters. 20.2% of land in District has been planted with trees and flowers. 526.1 thousand square meters of unsafe buildings in city proper have been reconstructed. Great changes have taken place in Chongqing. The environmental quality was dramatically improved and the city image was totally raised. The urbanization level has been raised fromless than 20% before centrally administrated to 34%.
Chongqing has a fairly good foundation as far as investment environment is concerned, and the city is taking measures to create even better environment for further development. In the "hardware" part of environment, the city has convenient conditions for water, land and air communications, and comparatively adequate city functions. At present, the city is constructing a number of important construction projects focusing on transport, telecommunications, urban infrastructural facilities, biological environment protection and construction, to make transport smoother to the north and south, east and west, and to further enhance its city functions. In the "software" part of its environment, the city has issued a set of 7 decrees and regulations to further improve investment environment and more than 50 measures and policies to practice West Development and encourage foreign investment. A practice has been adopted to "put all administrative services into one convenient line " to make it easier for getting things done, and a surveillance system has been put into practice to keep burdens on foreign investors under strict control. The municipal Party committee and government are resolved to make Chongqing a favorite place with the simplest formalities, the best service, the most efficient, with the best environment and the best chances for further development in the western regions of China. Chongqing was listed on the 8th, as well as the top one among western cities, in the " 20 Most Potential Cities in China" evaluated by the United Nations in 2001.
The rich natural resources, large market and chances of business and the constantly improving environment for investment have made Chongqing a favorite place for overseas businessmen to make investment. Since the establishment of the Qingling Auto Co. Ltd., the first Sino-foreign joint venture in the city, Chongqing has established economic and trade relations with more than 140 countries and regions, and set up over 70 enterprises and trade offices in about 30 countries and regions. At present, there are more than 3,000 Sino-foreign joint ventures and enterprises exclusively invested by foreign businessmen. A number of well-known transnational corporations, such as Glaxo Pharmaceutical Group of Great Britain, Honda, Isuzu, and Yamaha of Japan, Samsung of Korea, Pepsi Cola and Ford of the United States, Carrefour and Nokia of France, and Metro of Germany, Ericsson of Finland, have made investment in Chongqing. Nearly 30 of the 500 largest enterprises in the world have invested in Chongqing. On the average, about 200 projects are started with foreign capital in the city each year, of which about 180 are projects with direct foreign investment. In 2001, gross import and export value amounted to US $1.834 billion. Mechanical and electrical products mainly com- posed of motorcycles and its parts are abruptly rising to become the motive power to boost the increase of export value. 66 million motorcycles were exported, which took up 57.6% of the total in China. Chongqing has become one of 10 mechanical and electrical products export-centers.
Today, as exchanges and cooperation on the national and international levels are getting more and more frequent, Chongqing people, following the tradition of open-mindedness and all-inclusiveness of their ancestors, are promoting exchanges with the outside world in different forms to speed up the steps in the process for the city to go international.
The Chongqing Investment and Trade Fair and the Three Gorges International Tourist Festival that are held once a year have promoted the economic cooperation between the western and eastern parts of China and accelerated the common progress of both regions. The Fair and the Festival have provided a good chance for opening to the outside world and inviting business and investment and have greatly speeded up Chongqing's opening and development. The Fair and the Festival is a window of Chongqing open to the outside world and a platform for Chongqing to communicate with other parts of the world. The 7th "the Fair and the Festival" in 2002 has been held under the cooperation of Foreign Trade Ministry, National Tourism Administration, Overseas Chinese Office of the State Council, China Trade Promotion Association, China Mechanical and Electrical Product Import-export Chamber and Chongqing People's Government. More than a dozen delegation groups from more than 10 countries and regions such as Indonesia, Singapore, Japan, the United States, Italy, Canada, Holland, Ukraine and Hong Kong, and 22 domestic provincial and city delegation groups, totally more than 4,200 national and international guests have presented. Its high standard and extensive scale were never seen in the history of Chongqing. The contracts of 179 investment projects have been signed, which draw US$864.94 million overseas fund by foreign investment projects. The volume of business has reached 2.276 billion yuan by 36 trade projects.
The 3rd annual meeting of Asian Assembly Peace Parliament was held in Beijing and Chongqing from 16th April to 19th April in 2002. The opening ceremony was held in Beijing in 16th,April and rest of the Meeting was moved to Chongqing after 17th April. AAPP was the first international conference held in Chongqing with the highest standard, the most extensive scale and the widest influence. The Meeting approved "Asian Assembly Peace Parliament Declaration in Chongqing", promoted the cooperation between assemblies of Asian countries and Asian peace, furthermore added Chongqing into Asian peace history. The success of AAPP in Chongqing displayed great changes and achievements since it was centrally administered as well as provided opportunities for cooperation and exchanges between Chongqing and other Asian countries in politics, economy and culture, expanded Chongqing's influence in Asian and in the world. Industrious and kind-hearted, hospitable and amiable Chongqing people and image of reforming and opening, deeply impressed the delegations of AAPP, rooted in Asian people's mind.
From 21 June to 24 June of 2002, a grand economical, technical and culture exchange program "Hong Kong ~ Chongqing Week" held by Chongqing People's Government in Hong Kong turned to be a great success. Contracts of 24 projects have been signed. Among them, US$ 287 million was concentrated on 15 direct investment projects, in which US$135 million from foreign businessmen. 7 trade projects realized US$38.11 million in volume of business; 2 projects were focused on cooperation and exchanges. Cooperation between Hong Kong and Chongqing has stepped on a high stage. A new pattern of opening is taking shape in wide range on multiple dimensions and different levels. It has established economic and trade relations with more than 140 countries and regions. Chongqing has established sister-city relations with 8 cities in the United States, France, Great Britain, Japan, Russia, Canada and Ukraine, set up Chongqing-Hong Kong and Chongqing-Macao economy promotion association. Canada, Japan, Great Britain and other countries founded consular missions in Chongqing meanwhile the commerce chambers of Austria and other countries have been founded in Chongqing.
Chongqing Development Zone for New and High Technological Industries The Chongqing Development Zone for New and High Technological Industries is one of the first bunches of such zones of the national level, and is one of China's 5 experimental development zones for comprehensive reform. Now the Shiqiaopu High Tech Development Garden has been constructed, covering an area of 2.5 square kilometers, complete with infrastructural facilities such as roads, water, electricity, gas supply and telecommunications; the zone has become a new modern and civilized urban area with fine surroundings and complete city functions, with an industrial garden, a software garden, a garden for students returned from abroad, a computer city, a business area, an exhibition center, and hotels, schools, parks and hospitals, and other necessary facilities. Now in the zone there are about 4,000 scientific and technological enterprises, including 341 enterprises with exclusive foreign capital, and more than 360 enterprises of new scientific and technological industries. Four groups of industries have been formed, namely, IT industry, biochemical pharmaceutical industry and medical instrument industry, new materials and energy-saving and environment protecting industries and car and motorcycle making industry. Above all, a group of industries and products of new technology with intellectual property rights, such as the supersonic focus scalpel, have appeared, forming an important base for the city's new technology industries and new area for economic development in Chongqing. Construction of the Erlang Science and Technology New City that covers an area of 12 square kilometers is going on in full swing. In the newly established Chongqing North New Zone, construction of the New Science and Technology Industry Garden with an area of 5 square kilometers under the management of the New and High Technological Industry Development Zone and the Optical-Electronic Industry Garden has already started.
The Chongqing Economic and Technological Development, Zone is the first such zone of the national level in southwest China. The zone is located in Nanping, Nan'an District, linked to the main part of the city by the old Yangtze Bridge. The newly built Ergongyan Bridge on the Yangtze makes this place the joining point of the Chengdu-Chongqing Expressway and the Chongqing-Guizhou Expressway. The favorable geographical location and the multiple system of communications have provided the zone with excellent conditions for development. Infrastructural facilities are complete in this zone with roads, natural gas, telecommunications and so on. Some prop industries have been formed, such as automobiles and accessories, IT, pharmaceutical and biochemical products, foodstuffs, garments and new materials.
The Chongqing North New Zone was formally established on April 25, 2001. It is located in the northern part of the main urban area of the city, with an area of 127.3 square kilometers. In this zone there are areas belonging to the Economic and Technological Development Zone and the New and High Technological Industry Zone, the Chongqing External Consulates Zone to be set up shortly, and quarters for foreign consulates will also be located in this zone. The North New Zone will be constructed following the "multi-centered and multi-clustered" model; based on Chongqing's industries and science and technology, it has chosen three kinds of industries as its leading industries, including such high tech industries as IT industry, optical-electronic industry, biological engineering and new medicine industry, green and environment protection industry; modem manufacturing industries such as car and car parts making; and export products processing industry. At present, construction of the Optical-Electronic Industry Garden has started, and the Chang'an-Ford Auto Co., Ltd., a joint venture of Ford, the second largest carmaker in the world, and Chongqing Chang'an Company, has settled down in the Car Industry Garden and has put into production. Chongqing is making areas along the Chengdu-Chongqing Expressway and along the Yangtze River into major open areas of the city, forming a structure of opening to the outside world on multi-dimensions and on various levels. The two development zones of the national level and the North New Zone serve as windows for Chongqing to open wider to the outside world and invite business and investment from other parts of the world.
