Details: It is planned to build: a) a breeding base of 5000 mu of improved sweet potato, which will provide 2.5 – 3 million kg of high quality sweet potato seed to the production base of this project and neighboring areas, b) a production base of 200000 mu, with a view to producing 250000 tons of high quality sweet potato, c) a tendril base of 5000 mu, which will supply 20 million kg of green potato tendril to Hechuan and Chongqing markets each year, d) a processing base with 60 production lines equipped, which, from latter December each year to the end of April next year, manufactures potato vermicelli with a daily capacity of 600 – 800 kg each line. All foods will be vacuum-packed. From mid-May to mid-October, we concentrate our resources, apart from time required for equipment maintenance, in producing fodder with vermicelli residue, in producing vermicelli with potato, maize and pea, or in producing beverage and health care food with natural mineral water.

Background: The city is abundant in natural ecological resources. It is the most appropriate area for the growth of sweet potato in Chongqing Municipality, and also one of its major production counties (cities). Its unit yield, total production and varieties of sweet potato increasing every year, Hechuan city has a foundation for the growth of sweet potato. Preliminary processing of sweet potato has begun to take shape in some townships, which lays favorable bedrock as well as gathers rich experiences in breeding of improved varieties and in deep processing of sweet potato. Our technology related to sweet potato ranks Hechuan among the advanced areas in Chongqing.

Estimated investment: Total investment amounts to 105.5 million yuan, 35.25 million yuan self-financed by the farmers in the project area, and the rest 70.25 million yuan by investors. Of the 105.5 million yuan, 5.5 million will be used in breeding of improved sweet potato varieties, 30 million in construction of a large-scale processing factory with 60 production lines (12 million on buildings and 18 million on equipment), 3 million in environmental protection, 2 million in purchase of measuring equipment, and 65 million used as circulating funds.

Cooperative mode and contributive ratio: Either joint investment or wholly foreign-funding.

Production scale and profit to be gained: An annual production will be reached of 6000 tons for high quality vermicelli, 4000 tons for regular vermicelli, and 20000 tons for green tendril. Each year the enterprise will gain a direct profit of 12.53 – 15.92 million yuan. 48.53 – 51.92 million yuan of tax and profit will be reached.

Sale of products: Most of the products will be sold in domestic market and the rest be sold overseas.

Recovery period for investment: 2.6 years with regard to the fixed assets of the processing factory
